Expands the California Teleconnect Fund program to include preschools and transitional kindergartens as qualifying entities eligible for discounted telecommunications rates, alongside existing categories (K-12 schools, community colleges, libraries, hospitals, health clinics, and community organizations).

Requires the Public Utilities Commission to develop and implement an outreach plan to increase awareness of available services among preschools and transitional kindergartens.

Directs the commission to prioritize advanced communications services within the program while ensuring no particular technology is favored in providing those services.

Requires the commission to establish or amend an existing proceeding to develop a plan for creating a database of communication services and prices paid by qualifying entities, with provisions for entity access to reduce costs and public access to aggregated anonymous price information.

Mandates the commission report findings and progress on the database plan to the Assembly Committee on Utilities and Commerce, Senate Committee on Energy, Utilities and Communications, and the Legislature by March 1, 2016.
