Allows county elections officials to send incomplete voter registration affidavits back on any document of the official's choosing (rather than only a new registration card) for applicants to provide missing information, if telephone contact fails but a mailing address is available.

Changes recall petition signature verification requirements from verifying "whichever is less" to "whichever is greater" of either 3% of signatures or 500 signatures when 500 or more signatures are submitted on a recall petition section.

Requires information provided on alternate documents to be certified under penalty of perjury as true and correct.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies and school districts shall be made through existing Government Code procedures.
