Requires the Office of Emergency Services to update the State Emergency Plan by July 31, 2015 to include best practices for mobilizing and evacuating people with disabilities and others with access and functional needs during emergencies or natural disasters.

Mandates that proposed best practices be made available for use by local governments and nongovernmental entities.

Addresses the California Senior Legislature's request to ensure senior citizens and disabled persons have emergency preparedness and evacuation plans in place.

Notes that the State Emergency Plan was last updated in 2009 and was scheduled for update in 2014.
