Prohibits California State University campuses and the Chancellor from approving a new student success fee before January 1, 2016.

Requires CSU campuses that have implemented a student success fee to use institutional aid to cover the cost of the fee for low-income students, defined as those eligible for federal Pell Grants.

Directs the CSU Chancellor to conduct a review during the 2014-15 fiscal year of the Student Fee Policy and recommend changes to trustees by February 1, 2015, considering approval processes, transparency, annual reporting, five-year fee limits with student approval, and financial assistance for low-income students.

Defines "student success fee" as a category II campus-based mandatory fee required for student enrollment or attendance.
