Requires the Public Utilities Commission to adopt a rule by January 1, 2016, regulating work in underground electrical facilities by or on behalf of electrical corporations.

Prohibits work on energized underground electrical equipment and requires a qualified electrical worker to determine equipment has been deenergized before work begins.

Mandates a qualified electrical worker ensure all adjacent equipment and circuitry in underground facilities have reclosing relays suspended and be present during all work in underground electrical facilities.

Defines "qualified electrical worker" according to Title 8 of the California Code of Regulations and applies to equipment normally energized in excess of 600 volts located in vaults, manholes, or other subsurface confined structures.

Provides that no state reimbursement is required because costs incurred by local agencies or school districts result from creating a new crime, consistent with Government Code Section 17556.
