Extends New Motor Vehicle Board licensing and regulatory requirements to dealers of recreational off-highway vehicles and utility-terrain vehicles, in addition to existing all-terrain vehicle dealers

Expands the definition of "all-terrain vehicle" for purposes of Chapter 6 and Chapter 4 of Division 5 of the Vehicle Code to include recreational off-highway vehicles and utility-terrain vehicles

Excludes dealers who deal exclusively in all-terrain vehicles from being appointed to the New Motor Vehicle Board as new motor vehicle dealers, joining existing exclusions for motorcycle-only and recreational vehicle-only dealers

Applies the board membership and appointment provisions to recreational off-highway vehicles and utility-terrain vehicles through amended Sections 3001 and 3003 of the Vehicle Code
