Encourages the Chancellor of the California Community Colleges to develop at least three options addressing long-term funding needs for career technical education (CTE) and workforce training programs at community college campuses.

Requires consultation with stakeholders including CTE experts, business and industry representatives, faculty, and organized labor representatives during the development of funding options.

Directs the Chancellor to submit funding options to the Legislature before April 1, 2015 for consideration during the 2015-16 Regular Session.

Acknowledges that California community colleges experienced over $500 million in program cutbacks and that CTE programs require adequate funding due to higher costs for smaller class sizes and specialized equipment.

Expresses legislative intent to address long-term funding needs for CTE and other workforce and training programs at California Community Colleges during the 2015-16 budget session.
