Legislature encourages the Ocean Protection Council to work with California Coastal Zone Management Agencies, State Lands Commission, and other partners to establish coastal climate adaptation goals and planning principles to prepare shorelines and coastal communities for sea level rise impacts.

State agencies are encouraged to engage and communicate with the public, local and federal agencies, and nonprofit organizations regarding sea level rise risks and development of adaptive and protective measures.

National Research Council 2012 projections estimate California sea level rise of 6 inches by 2030, 12 inches by 2050, and 36 inches by 2100.

Three-quarters of California's 38 million people live within 1,100 miles of coastline and additional 500-mile San Francisco Bay shoreline, with low-income and communities of color especially vulnerable to sea level rise impacts.

Sea level rise threatens critical infrastructure including roads, hospitals, schools, water supplies, agriculture, ports, and power plants, as well as natural habitats and public coastal access.
