Recognizes that active shooter incidents are increasing in frequency and encourages local fire, law enforcement, and emergency medical services agencies to develop coordinated standard operating procedures and training programs.

Directs agencies to establish common tactics, communications capabilities, and terminology to enable effective coordinated response during active shooter incidents.

Encourages airports, college campuses, and entertainment venues to implement response teams similar to LAX's Airport Response Team to improve communication, crowd control, and evacuation procedures.

Notes that 84 active shooter events occurred between 2000 and 2010, with more than 250 people killed in the United States since the 1999 Columbine shooting, and that incidents average 12 minutes in duration.

Directs the Chief Clerk of the Assembly to transmit copies to the Office of Emergency Services, Department of Justice, and the author for distribution.
