Applies to the United States Congress to call a constitutional convention under Article V of the U.S. Constitution for the sole purpose of proposing an amendment to limit corporate personhood in campaign finance and political speech.

Declares that money does not constitute speech and may be legislatively limited.

Constitutes a continuing application that remains in effect until at least two-thirds of state legislatures apply to Congress for a constitutional convention for this same purpose.

Specifies this application is limited to the stated purpose only and does not grant Congress authority to call a constitutional convention for any other purpose.

Directs the Chief Clerk of the Assembly to transmit copies of this resolution to the President, Vice President, congressional leaders, and all California representatives in Congress.
