Encourages and supports the Nagorno-Karabakh Republic's (also known as Artsakh) efforts to develop as a free and independent nation with democratic institutions.

Urges the President and Congress of the United States to support the self-determination and democratic independence of the Nagorno-Karabakh Republic.

Requests U.S. support for the Nagorno-Karabakh Republic's constructive involvement in international efforts to resolve security issues in the region.

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the President, Congressional leadership, all California Congressional delegates, and the Secretary of State.
