Urges the United States Department of Defense to include the names of 74 fallen sailors from the U.S.S. Frank E. Evans (DD 754) on the Vietnam Veterans Memorial.

On June 3, 1969, the U.S.S. Frank E. Evans collided with the Australian aircraft carrier HMAS Melbourne in the South China Sea, severing the ship and killing 74 American sailors.

The Department of Defense has denied inclusion on the memorial because the collision occurred outside the designated Vietnam War combat zone, despite the combat zone boundaries being ill-defined and changed over time.

Notes that other U.S. Armed Forces members who died outside the designated Vietnam combat zone have been memorialized on the Vietnam Veterans Memorial.

Directs the Chief Clerk of the Assembly to transmit the resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California members of Congress.
