Calls on United States Congress to amend Section 542 of Title 47 of the United States Code to allow states and municipalities to determine how to use public, educational, and government (PEG) channel support funds.

Requests elimination of outdated pre-1984 restrictions that limit PEG channel fees to capital expenses only, allowing funds to be used for any legitimate PEG channel expense.

Urges Congress to prevent video providers from charging municipalities for transmission of PEG channels and to restore PEG channel revenue streams.

Recognizes PEG channels as essential sources for local television programming, government meeting broadcasts, emergency communications, and community information across California and the nation.

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the President, Vice President, House Speaker, Senate Majority Leader, and California's congressional delegation.
