Urges the United States Congress to pass Senate Bill 2738 and the President to sign it into law regarding birth anomalies in children of veterans.

Encourages members of the California Congressional Delegation to join as coauthors on Senate Bill 2738.

Identifies that children and grandchildren of veterans exposed to toxins during military service have been born with structural and nonstructural birth defects, many of which go unreported and untracked nationally.

States that Senate Bill 2738 would establish a center of excellence within the Department of Veterans Affairs to study illnesses and anomalies affecting children of veterans and create a database of birth defects.

Directs the Chief Clerk of the Assembly to transmit copies of this resolution to the President, Vice President, and members of the United States Congress.
