Memorializes the President and Congress of the United States to enact legislation authorizing the National Emergency Medical Services Memorial Foundation to establish the National Emergency Medical Services Memorial in the District of Columbia.

Recognizes that 850,000 emergency medical service providers annually answer more than 30 million calls serving 22 million patients, with death rates more than twice the national average for all occupational fatalities.

Notes that emergency medical service providers die from violence at a rate seven times higher than all other health care workers.

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California members of Congress.
