Identifies critical infrastructure needs including dedicated truck lanes, bridge improvements, and on-dock rail facilities to reduce congestion, improve air quality, and enhance global competitiveness.

Directs the California Legislature to transmit copies of the resolution to the President, Vice President, congressional leadership, and all California representatives in Congress.
