Addresses the surge of unaccompanied Central American children entering the United States, with 52,000 apprehensions by ICE and 90,000 projected by September 2014, primarily from Honduras (28%), Guatemala (24%), and El Salvador (21%).

Declares that California residents have a civic responsibility to respect the human dignity of immigrant children and ensure they receive due process, equal protection, access to legal representation, and safe passage to medical care.

Calls for safe repatriation of children to Central America only when consistent with their rights and does not endanger their lives and safety.

Supports state and federal partnerships with Central American countries to promote economic development, education, and rule of law to address root causes of migration.

Requires the Chief Clerk to transmit copies to the Governor, Superintendent of Public Instruction, State Library, and California State Archives.
