Directs school districts to design career technical courses through collaboration with business and industry and to develop partnerships with local businesses to support career technical education goals.

Establishes legislative findings that 80 percent of jobs do not require a bachelor's degree, that career technical education reduces high school dropout rates, and that current budget policies threaten the existence of these programs.
