Requires the Superintendent of Public Instruction and State Board of Education to consider strategies for introducing a complete STEM (science, technology, engineering, and mathematics) program at age-appropriate levels from kindergarten through grade 12.

Mandates STEM curriculum development including engineering and technology subjects with practical applications such as robotics and software development, covering civil, structural, mechanical, chemical, and electrical engineering fields.

Requires incorporation of analytical and creative skills, opportunities for pupils to design and perform scientific experiments, and teacher training for current educators interested in STEM curriculum.

Calls for recruiting college graduates to teach STEM subjects through incentives and public-private partnerships, and opening opportunities for private sector professionals with appropriate skills to teach STEM.

Directs California State University to recognize STEM subjects as equal to mathematics or science courses for admission purposes, and requests the University of California do the same.
