SB 1013 Summary

• Repeals the Safe, Clean, and Reliable Drinking Water Supply Act of 2012 and enacts the Clean, Safe, and Reliable Drinking Water Supply Act of 2014, authorizing $8,700,000,000 in state general obligation bonds for water supply and quality programs.

• Allocates bond funds across multiple water programs: $650,000,000 for clean drinking water projects; $1,500,000,000 for ecosystem and watershed protection; $1,250,000,000 for climate change adaptation and regional water security; $600,000,000 for Delta sustainability; $3,000,000,000 for water storage projects; $700,000,000 for water recycling; $900,000,000 for groundwater cleanup; and $100,000,000 for flood management.

• Requires competitive grant processes for most programs with 50 percent local cost-share requirements (waivable for disadvantaged communities) and establishes oversight through the California Water Commission and State Auditor annual reviews.

• Directs at least 10 percent of funding to severely disadvantaged communities and includes provisions for technical assistance to small water systems and rural areas.

• Places the measure on the November 4, 2014 statewide general election ballot as Proposition 1 and declares the act an urgency statute effective immediately.
