Removes the January 1, 2015 expiration date on provisions allowing the Secretary of the Department of Corrections and Rehabilitation to temporarily remove inmates for gathering evidence relating to crimes, making these provisions permanent.

Authorizes temporary removal of inmates from prison for purposes including college classes, participating in crime investigations, or assisting with evidence gathering.

Exempts evidence-gathering removals from the requirement that inmates reimburse the state for expenses incurred during temporary removal.

Limits temporary removals to three days maximum, except for medical treatment purposes.

Takes effect immediately as an urgency statute to enable law enforcement agencies to obtain evidence regarding serious crimes, including murder and kidnapping.
