Modifies department authority to produce beneficial organisms by prohibiting production only when organisms are available in "sufficient amounts" from commercial sources, rather than merely "available for purchase."

Requires the Secretary of Food and Agriculture to notify the California Citrus Pest and Disease Prevention Committee before altering any committee-approved pest and disease prevention programs or activities.

Requires reimbursements to the Secretary for citrus pest and disease prevention program expenditures to be "reasonable" and prohibits seeking reimbursement for costs exceeding committee-developed expenditure amounts without first notifying the committee.
