Establishes the Cooperating Agencies Foster Youth Educational Support Program authorizing agreements with up to 10 community college districts to provide additional funding for support services for foster youth.

Eligible students must be current or former foster youth in California whose court-established dependency began or continued after age 16, and must be no older than 25 years old at the start of each academic year.

Participating districts receive funding for services including outreach, counseling, book and supply grants, tutoring, financial literacy support, career guidance, child care, transportation assistance, and referrals to health, mental health, and housing services.

Requires the Board of Governors to prioritize districts with higher numbers of eligible students if more than 10 districts apply, and to submit biennial reports starting March 31, 2018 on enrollment, retention, transfer, and completion rates.

Program is only operative in fiscal years where funds are appropriated, with up to 2 percent of allocated funds available for administration and 3 percent for program development and accountability.
