Amends Vehicle Code Section 2266 to authorize the Department of Human Resources to consider total compensation for public safety dispatchers and public safety operators at comparable positions in police departments of Los Angeles, Oakland, San Diego, San Jose, and San Francisco when determining CHP compensation

Changes terminology from "communications operators" to "public safety dispatchers and public safety operators" throughout the statute

Establishes legislative findings that CHP public safety dispatchers and operators are among the lowest paid compared to other law enforcement agencies in the state, with significant staff shortages and high turnover

Affirms that authorizing compensation comparisons to other jurisdictions does not violate the Ralph C. Dills Act and does not circumvent the collective bargaining process

Becomes effective immediately upon Governor's approval on June 28, 2014
