Prohibits any person or entity from soliciting, requiring, or accepting fees from individuals to remove, correct, modify, or refrain from publishing booking photographs through print or electronic media.

Defines "booking photograph" as a photograph taken of an individual pursuant to arrest or other involvement in the criminal justice system.

Allows public entities to charge reasonable administrative fees to correct booking photographs, creating an exception to the general prohibition.

Allows aggrieved individuals to sue for civil damages equal to the greater of $1,000 per violation or actual damages, plus attorney's fees and court costs.

Permits civil suits to be filed in any court of competent jurisdiction, including in the county where the subject individual resides at the time of the violation.
