Revises Cal Grant C program requirements to give special consideration to applicants' social and economic situations, with additional weight for disadvantaged applicants, those facing economic hardship, and those facing barriers to employment.

Requires Student Aid Commission to consider applicants' financial means and costs of attendance when determining individual award amounts, and to prioritize occupational training programs and industry clusters aligned with state economic needs.

Mandates updated priority criteria for occupational and technical training programs based on employer demand, employment growth, wage projections, and career pathways to economic security, with priority review by January 1, 2016.

Directs commission to develop outreach plans with workforce agencies to publicize Cal Grant C awards to long-term unemployed (unemployed 26+ weeks) and to inform award recipients about job search and placement services.

Authorizes Director of Employment Development to provide Student Aid Commission with wage information to verify employment status of Cal Grant C applicants, subject to federal law limitations.
