Allows individuals convicted of drug felonies after December 31, 1997 to receive CalFresh (food assistance) benefits, overriding federal restrictions.

Defines eligible drug felonies as offenses classified as felonies with possession, use, or distribution of controlled substances as elements, per federal or state law.

Renders individuals ineligible for CalFresh if on probation or parole with revoked supervision, or if classified as a fleeing felon under federal law and guidance.

Requires individuals on probation or parole to comply with terms of supervision, including participation in government-recognized drug treatment programs if mandated.

Establishes state mandate reimbursement procedures for local agencies implementing the program, with regulations to be adopted by January 1, 2016.
