Appropriates $776,946.59 from various state funds to the California Victim Compensation and Government Claims Board for payment of approved claims according to a specified fund allocation schedule.

Requires the Controller to transfer surcharges and filing fees collected from specified Budget Act appropriations to Item 7870-001-0001 of the Budget Act of 2014 to support board reimbursements.

Requires the board to report amounts recovered through fee and surcharge transfers to the Department of Finance within 90 days of enactment.

Appropriates an additional $305,900 from the General Fund for payment of a claim by Mario Rocha that was accepted by the board.

Takes effect immediately as an urgency statute.
