Authorizes urban water suppliers to voluntarily include energy-related information in their urban water management plans, including estimates of energy used to extract, convey, treat, and distribute water supplies.

Permits inclusion of estimates comparing energy used for treated versus nontreated water supplies and energy used for water storage operations.

Requires the Department of Water Resources to develop and include in its guidance a methodology for voluntary calculation or estimation of energy intensity for urban water systems.

Department may consult Public Utilities Commission studies and calculations when developing the energy intensity methodology.
