Requires the MTA to amend the Measure R expenditure plan before submitting a new transactions and use tax ordinance to voters, updating cost estimates, acceleration costs, funding schedules, and completion dates for specified projects and programs

Mandates the MTA develop a transparent process to determine the most recent cost estimates for projects and programs in the amended expenditure plan

Requires the amended expenditure plan to be included in a revised and updated Long Range Transportation Plan, which must also incorporate capital projects and programs adopted by each subregion

Requires the MTA to post the amended expenditure plan and Long Range Transportation Plan on its website at least 30 days before submitting any ordinance to voters
