CA SB1046

Adds authority for the Insurance Commissioner to assess administrative penalties for violations of existing mental illness and developmental disability insurance coverage requirements under California Insurance Code Sections 10144.5 and 10144.51

Establishes penalty limits of up to $2,500 per violation, or $2,500 per day for ongoing violations

Treats each patient harmed by a violation as a separate and distinct violation subject to penalties

Allows penalties to be imposed through administrative proceedings conducted under California Government Code Chapter 5

Preserves other existing remedies for enforcement, which may be used in combination with penalties under this section
