Repeals the sunset provision in Civil Code Section 1103.23, making the Buyer's Choice Act permanent instead of expiring on January 1, 2015

Maintains prohibitions on mortgagees and beneficiaries under deeds of trust from requiring buyers to purchase title insurance or escrow services from specific providers when selling residential property with 4 or fewer dwelling units acquired at foreclosure

Preserves the penalty provision making violating sellers liable to buyers for three times the charges made for title insurance or escrow services

Became effective August 15, 2014
