Extends deadline for California Juvenile Justice Data Working Group to submit recommendations on improving juvenile justice reporting requirements to April 30, 2015 (from December 31, 2014).

Clarifies that mentally ill offender crime reduction grants administered by the Board of State and Community Corrections must be divided equally between adult and juvenile grant programs.

Reduces grant funding term from 4 years to 3 years and removes the contingency that funding beyond the first year depends on annual appropriations.

Changes the final report deadline for grant program evaluation from December 31, 2019 to December 31, 2018, with annual reports to the Legislature beginning October 1, 2015.
