Requires the State Board of Education to adopt, reject, or modify history-social science content standards by July 30, 2018, updating standards that were last revised in 1998.

Directs the Superintendent of Public Instruction to convene a group of history-social science experts (primarily K-12 teachers, principals, administrators, and university professors) to recommend revised standards by March 30, 2018.

Mandates the expert group solicit input from scholars and individuals representing diverse religious, ethnic, racial, cultural, gender, sexual orientation, and disability perspectives to ensure equitable and accurate coverage.

Requires the Superintendent to hold at least two public meetings under the Bagley-Keene Open Meeting Act to allow public input on the proposed standards before presenting them to the state board.

Mandates the Superintendent and state board jointly submit a schedule and implementation plan to the Governor and legislative committees by October 1, 2018, for integrating the new standards into the state education system.
