Mandates DMV applications comply with the federal National Voter Registration Act of 1993 and requires DMV to confer with the Secretary of State to develop compliant applications.

Requires digitized signatures on California driver's licenses and applications, with signatures provided to the Secretary of State for voter registration purposes.

Becomes operative when the Department of Motor Vehicles certifies to the Secretary of State that it has an automated application process capable of electronically transmitting voter registration information to county elections officials.
