Requires state and local juvenile detention facilities to identify individuals housed in those facilities who are eligible to register to vote (U.S. citizens, California residents, not in prison or on parole for felony conviction, and at least 18 years old at next election).

Mandates facilities provide voter registration affidavits to eligible individuals either as paper forms or by directing them to the Secretary of State's website.

Requires facilities to assist eligible individuals with completing voter registration affidavits unless the individual declines assistance.

Obligates facilities to either help individuals return completed registration cards to county elections officials or directly transmit completed cards on behalf of individuals.

Establishes that if the Commission on State Mandates determines this creates state-mandated local costs, reimbursement shall be made pursuant to existing statutory provisions in Government Code Part 7.
