Requires all new schoolsites acquired by school districts or charter schools to have at least 2 points of entry and exit that are safely accessible for walking and bicycling pupils and usable for emergency access.

Expands the State Department of Education's advisory role to include charter schools (previously only school districts) on schoolsite acquisition, upon request.

Requires the department to consider proximity to residential areas, walking and bicycling access, and joint use of public facilities when evaluating schoolsite locations.

Mandates the department review and update schoolsite selection standards at least every 10 years and establish new standards for design and construction that promote walking or bicycling access and reduce traffic risks to pupils.

Authorizes charter schools to purchase sites deemed unsuitable by the department only after a public hearing review, and allows the department to charge reasonable administrative fees for schoolsite reviews, building surveys, and plans review.
