Makes it a misdemeanor for state employees to knowingly transfer or use state money outside the State Treasury System without statutory authorization.

Misdemeanor is punishable by up to one year in county jail, a $2,500 fine, or both.

Applies to all money possessed or collected by state agencies and departments, except the Local Agency Investment Fund.

Exempts no local reimbursement requirement under California Constitution Article XIII B because it only creates a new crime and does not impose costs on local agencies or school districts beyond the criminal definition itself.
