Creates a 15-member Road Usage Charge (RUC) Technical Advisory Committee chaired by the California Transportation Commission to study mileage-based revenue collection as an alternative to the gas tax system.

Requires the Transportation Agency to implement a pilot program by January 1, 2017 that tests alternative data collection methods, including at least one without electronic vehicle location tracking, while protecting driver privacy and personal information.

Mandates the Transportation Agency submit a report by June 30, 2018 to the Legislature evaluating the pilot program's findings on cost, privacy, feasibility, security, technology, and implementation issues.

Prohibits disclosure of personal information collected through the RUC program to private entities unless authorized by court order, subpoena, search warrant, or in anonymized aggregate form for academic research.

All provisions automatically repeal on January 1, 2019 unless extended by later enacted statute.
