Exempts categories of persons or entities that did not have a compliance obligation under California's market-based greenhouse gas emissions mechanism as of January 1, 2013, from being subject to that mechanism through December 31, 2020.

Applies to the State Air Resources Board's cap-and-trade program, which is set to expand January 1, 2015, to include transportation fuels and natural gas in addition to large industrial facilities.

Exemption prevents suppliers of gasoline and diesel from being required to purchase carbon allowances for transportation fuels sold in California between 2015 and 2020.

Declares the bill an urgency statute to take effect immediately, citing the need for sufficient lead time before the program's January 1, 2015, expansion.
