Establishes a 3-year alternative payment methodology (APM) pilot project for federally qualified health centers (FQHCs) in California's Medi-Cal program

Participating FQHCs receive capitated monthly payments for each Medi-Cal managed care enrollee assigned to them, replacing the existing wrap-around, fee-for-service per-visit payment structure

Pilot project is available to any willing county and FQHC, with requirements to include protections and safeguards for both FQHCs and health plans regarding rates and enrollee assignments

Requires an independent entity to evaluate the pilot project within 6 months after completion, assessing payment adequacy, delivery system transformation, and quality measures, with findings reported to the department and Legislature (if nonstate General Fund moneys are available)

Department must obtain necessary federal approvals to implement the pilot project
