Authorizes physician assistants to certify disability for unemployment compensation claims after performing a physical examination under physician supervision, consistent with the Physician Assistant Practice Act

Expands the definition of "practitioner" under the Unemployment Insurance Code to include physician assistants who have performed a physical examination under physician and surgeon supervision

Requires the Employment Development Department to implement these provisions on or before January 1, 2017

Specifies that costs to implement physician assistant certification provisions shall be covered by the Unemployment Compensation Disability Fund

Does not affect the validity of any delegation of services agreements in effect prior to or after the bill's enactment
