Allows counties to receive federal Medicaid funding for acute inpatient hospital and psychiatric services provided to juvenile inmates (under 21) who are admitted to medical institutions off correctional facility grounds.

Eliminates the requirement that counties pay the full nonfederal share of administrative costs; instead requires counties to pay only their pro rata portion of the nonfederal share for administrative costs and service expenditures.

Permits the State Department of Health Care Services to exempt juvenile inmates from enrollment in managed care health plans as part of the implementation process.

Implementation limited to counties that voluntarily elect to participate and obtain necessary federal approvals; federal funding disallowances are recouped from participating counties.

Specifies that implementation ceases if federal courts or the Centers for Medicare and Medicaid Services determine the process violates federal law or policy.
