Requires state agencies to submit notices to the Office of Administrative Law for publication in the California Regulatory Notice Register for any pre-rulemaking meetings or hearings posted on their websites, with notices appearing at least 15 days before the meeting date.

Mandates that pre-rulemaking notices include the agency name, meeting date/time/location, topics under consideration, and website addresses for the public notice and related materials.

Applies notice requirement to informational hearings, workshops, scoping hearings, preliminary meetings, and public stakeholder outreach meetings that occur before formal notice of proposed action.

Requires the Office of Administrative Law to make the California Regulatory Notice Register electronically searchable and available online by January 1, 2017, with email subscription capability for interested parties.

Provides that failure to publish pre-rulemaking notices does not invalidate agency actions if the agency subsequently publishes a corrective notice and allows 15 additional days for public comment on meeting materials.
