Extends the Attorney General's decision deadline for nonprofit health facility asset sales from 60 days to 90 days, with an option for one additional 45-day extension under specified circumstances

Authorizes the Attorney General to enforce conditions imposed on approval of asset sale agreements and require transferees to fulfill all material representations made during the review process

Allows the Attorney General to amend conditions after issuance of a decision if an entity makes material misrepresentations or violates imposed conditions, provided amendments are made within 5 years and substantially relate to the misrepresentation or violation

Requires parties to receive written notice of proposed amended conditions and grants them 30 days to respond before the Attorney General can withdraw, meet and confer, or impose the amended condition

Deems parties to have consented to and waived judicial relief regarding all conditions in the Attorney General's consent once the transaction closes, except for subsequently amended conditions which remain subject to judicial review
