Revises the description of State Highway Route 12 segment in the freeway and expressway system from "Route 101 near Melita Road near Santa Rosa" to "Route 101 in Farmers Lane in Santa Rosa," removing a portion of the route from the freeway and expressway system.

Expresses legislative intent to declare approximately 55 acres of abandoned State Highway Route 12 freeway right-of-way in Santa Rosa and Sonoma County as surplus property.

Directs transfer of the 55-acre surplus property to local agencies for park and recreation purposes under the name "Southeast Greenway."
