Requires candidates for statewide office, slate mailer organizations, and committees to file electronic copies of campaign communications (advertisements, mass mailings, slate mailers) with the Secretary of State

Campaign communications distributed by mail during the 90-day period before an election must be filed within 72 hours of first distribution; those distributed by other means must be filed within 24 hours; all other communications must be filed within five business days

Directs the Secretary of State to maintain electronic records of filed campaign communications and make them publicly available on the Internet Web site, with communications by elected candidates available for the duration of their service and others available for at least five years

Becomes operative on July 1, 2017, or on an earlier date determined by the Secretary of State

Permits the Secretary of State to promulgate regulations to implement the filing and disclosure requirements
