Requires the Attorney General and State Department of Education to jointly submit annual reports on elementary school truancy and chronic absenteeism in California public schools to the Governor, Legislature, and State Board of Education, beginning on or before September 30, 2015.

Reports must include attendance data, information on truancy prevention and intervention efforts by local educational agencies and prosecuting authorities, and analysis of compliance with existing attendance notification and review board requirements for pupils in kindergarten through grade 5.

Authorizes the Attorney General to request anonymized information from county and local prosecuting authorities, and the State Department of Education to request anonymized information from local educational agencies, to develop the reports.

Requires the state school attendance review board to annually discuss the report at a regularly scheduled meeting and may provide recommendations based on the report.

Report requirement expires on September 30, 2019, and imposes state-mandated local program costs subject to reimbursement under existing statutory procedures.
