Extends deadline for California Department of Education to issue a report on English learner reclassification criteria and best practices from January 1, 2014, to January 1, 2016.

Removes requirement that the state board adopt the department's reclassification recommendations and best practices by January 1, 2016.

Adds "reclassified English learners" as a numerically significant pupil subgroup that schools and districts must demonstrate comparable improvement for under the Academic Performance Index.

Maintains requirement for updated report by January 1, 2017, reflecting changes from adoption of Common Core standards and English language development standards.

Constitutes a state-mandated local program subject to reimbursement provisions if Commission on State Mandates determines costs are imposed on schools and districts.
