SB 1117 Summary

• Expands the Groundwater Protection List to include active ingredients, other specified ingredients, and degradation products of pesticides that have the potential to pollute groundwater, with the director developing a peer-reviewed method in consultation with a subcommittee to determine this potential.

• Requires regulation of any pesticide on the Groundwater Protection List that is detected in groundwater and determined to result from lawful agricultural use.

• Mandates the department continuously review new science and data for pesticides whose continued use is authorized, and either mitigate pollution threats or subject the pesticide to renewed review if new evidence emerges.

• Eliminates the quarterly reporting requirement for pesticide dealers on sales to non-reporting persons and updates information the department must post on its website regarding well sampling and pesticide detection results.

• Establishes that if a pesticide pollutes groundwater two years after director action, registration shall be canceled unless the pesticide's adverse health effects are not carcinogenic, mutagenic, teratogenic, or neurotoxic.
